I think in general the guidelines could be written a little more decisively. The phrases "may be considered" or "is reasonable" are used repeatedly. While I understand that sometimes firm recommendations cannot be made, as much as possible it would be nice for the committee to decide what should or should not be recommended. "May be considered" might be unavoidable in some situations and is still used to phrase some of the human recommendations (e.g., for ITD use); however, "is reasonable" is a very vague and subjective phrase. Perhaps those guidelines could be reworded. Just my thoughts - certainly everyone's interpretation of how the guidelines are written might be different.
